Report of Expert Group Meeting on "Rights of Older Persons"

"RIGHTS OF OLDER PERSONS"
Dr Lia Daichman, INPEA and ILC-Argentina, President, has been invited among others to participate in the upcoming Expert Group Meeting in Bonn, Germany.
"RIGHTS OF OLDER PERSONS" Experts will explore from 5-7 May in Bonn how fundamental human rights of older persons could be assured and deepened An Expert Group Meeting, organized by United Nations DESA's Division for Social Policy and Development will focus on the Madrid Plan of Action on Ageing and how it could be better implemented concerning the rights of older persons. In this context, analysis, approaches and documents of rights enforced in the past, of institutional settings, and of overall capacity to further implement policies and laws concerning the rights of older persons will be discussed during the meeting.
Specific objectives of the meeting:
1. Identify and evaluate good national practices regarding protecting and promoting the rights of older persons, including measures to prevent discrimination, neglect, abuse and violence
2. Select innovative approaches to widening and deepening the rights of older persons nationally and internationally
3. Identify capacity tools that are required and could be recommended to policy makers when addressing the rights of older persons
4. Elaborate recommendations on how to promote the rights of older persons at the level of member states and the United Nations
5. Explore feasibility and possible approaches to elaborating an international legal framework on the rights of older persons, including
(a) declaration on the rights of older persons, (b) enhanced UN Principles for older persons, (c) convention on the rights of older persons, (d) special rapporteur on the rights of older persons.
Publication:2008 Regional Dimensions of the Ageing Situation
This 2008 Publication "Regional Dimensions of the Ageing Situation" contributes to the series of events, conferences and publications related to the first review and appraisal of the Madrid International Plan of Action on Ageing. It highlights priorities, as well as recent trends and policy developments, in the five UN regions of the world.
The publication, which is a joint effort of UN staff and international experts, aims to assist national governments, the international community and the public at large to better assess the situation of older persons five years after the Second World Assembly on Ageing. It should better inform the debate on how to align priorities, policy innovations and technical cooperation to implement the objectives of the Madrid Plan of Action.
The year 2002 marked a watershed in a policy discourse regarding older persons worldwide. The Second World Assembly on Ageing convened in Madrid, Spain, to discuss the challenges and opportunities of ageing in the twenty-first century adopted two innovative international policy documents: the Political Declaration and the Madrid International Plan of Action on Ageing. Five years later, the first review and appraisal has been conducted at the national, regional and international levels to assess the implementation of the Madrid Plan of Action around the world.
The review and appraisal exercise offered an opportunity to review various dimensions of ageing, analyze policy responses and try to assess the changes in overall quality of life of older persons in all five UN regions of the world. A bottom-up participatory assessment was proposed to review and appraise national policy action on ageing since the Madrid Assembly. This important participatory approach empowers older persons by allowing them to express their views on policies that relate to them and which could have possible ramifications for their well-being.
The present publication, Regional Dimensions of the Ageing Situation, contributes to the series of events, conferences and publications related to the first review and appraisal of the Madrid International Plan of Action on Ageing.
